摘要：

随着炼油企业规模的不断扩大、原油劣质化趋势逐步加剧及排放标准的日益提高，水资源短缺和达标排放成为限制企业发展的瓶颈。从实际情况出发，分析了炼油企业在节水和污水资源化方面存在的问题，并对完善节水制度、推行清洁生产、严格水平衡测试、实施污水分流分治、强化分级控制、加强综合利用和优化处理工艺诸方面提出了相应的对策措施。

Abstract:

With the continuously expanding scale of refineries,the increasing trend of inferior crude oil and the upgrading of discharge standard,water resource shortage and standardized discharge have become a bottleneck restricting the development in enterprises. Based on the actual situation,the problems of water-saving and wastewater recycle in petrochemical industries are analyzed. Countermeasures relating to the perfection of water-saving regulations,popularization of clean production,severe water balance level,implementation of wastewater separation and treatment,strengthening of step control,strengthening of comprehensive utilization,optimization of treatment process,etc. have been put forward.
