摘要:
采用系统论的基本原理,分析了水的自然循环和社会循环的系统特性;认为水的自然循环是具有自组织结构的非平衡开放系统,水的社会循环是具有人工组织结构特性的非平衡开放系统。探讨了水工业体系与水循环系统的统一性。根据系统结构决定系统功能的原理,提出了建立水工业体系应以整个水的社会循环作为对象、以系统科学理论作为认识论和方法论、优先组建系统运作三要素等建议。

Abstract:
The systematic characterist ics of the natural circulation and the social circulation of water based on the basic principle of the theory of sy stem are analysed.The uni ty betw een the system of water industry and the system of water circulation is discussed.According to the principle that the st ructure of a sy stem decides it s function,some proposals are also made concerning the establishment of the system of w ater industry in China.
