摘要:

对海河和太湖流域200余家工业园区的水污染防治政策和管理现状进行了调查,分析了园区污染减排管理中存在的问题,提出了构建以工业园区为管理对象、以污染物减排为管理目标的区域化、系统化、规范化、可持续的水污染减排机制,并对新形势下工业园区水污染减排机制的定位、总体构架和构建思路给出了建议。

关键词: 工业园区, 水污染, 减排, 全过程控制, 系统化管理

Abstract:

The policies and management status of water pollution prevention in 200 industrial parks in the Hai River Basin and Tai Lake Basin are investigated,and the problems existed in pollution discharge reduction management of industrial parks analyzed. It is proposed that a regionalized,systematized,normalized and sustainable water pollution discharge reduction mechanism which regards industrial parks as management object and pollutant discharge reduction as management target is to be established. The position setting,overall framework and the train of thought for the construction of water pollution discharge reduction mechanism in industrial parks are suggested.
