摘要： 结合海水淡化项目的特点，遵循系统性、可操作性、定性与定量相结合的指标体系构建原则，从项目建设、项目运行、成果与效益、环境影响和可持续能力5个方面开展综合评价指标的选取研究，进而构建海水淡化项目综合评价指标体系。在此基础上，从提高项目决策水平、保障投资收益角度提出了相关建议。

Abstract: The research on the selection of comprehensive evaluation indexes from the five aspects,including project construction,project operation,result and benefit,environmental effect and sustainable ability,has been developed, according to the characteristics of seawater desalination project and following the index system construction principles of systematicness,operability,combining characterization and quantum. Then the comprehensive evaluation index system of seawater desalination project has been established. At the end,some suggestion relating to the improvement of decision-making level and the guarantee of investment benefit are proposed.
